border-width: 1px;\" border=\"1\">\n<tbody>\n<tr>\n<td>\u00a0Express Entry applies to:<a href=\"https:\/\/immigration.ca\/skilled-worker-immigration-overview\/\">Federal Skilled Worker Program<\/a><br \/>\n<a href=\"https:\/\/immigration.ca\/skilled-worker-immigration-overview\/\">Federal Skilled Trades Program<\/a><br \/>\n<a href=\"https:\/\/immigration.ca\/the-canada-experience-class-2\/\">Canadian Experience Class<\/a><br \/>\n<a href=\"https:\/\/immigration.ca\/canada-provincial-nominee-immigration-programs-overview\/\">Provincial Nominees<\/a><\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p style=\"text-align: justify;\">Anson-Cartwright, author of the report <a href=\"http:\/\/s3.documentcloud.org\/documents\/2690578\/Chamber-of-Commerce-Immigration-for-a.pdf\" target=\"_blank\" rel=\"noopener\">\u2018Immigration for a competitive Canada: Why highly skilled international talent is at risk\u2019<\/a>, believes the Express Entry system, designed to attract top international talent, is at \u2018loggerheads\u2019 with the Labour Market Impact Assessment (LMIA), which assesses whether suitable Canadians are available to fill vacancies.<\/p>\n<p style=\"text-align: justify;\">\u201cNeither facilitates the attraction of the \u2018best and the brightest\u2019,\u201d she wrote.<\/p>\n<p style=\"text-align: justify;\">\u201cThe question is whether the \u201ccourting\u201d should be done by employers, or mostly by government bureaucrats and a system that isn\u2019t in sync with business needs,\u201d she added.<\/p>\n<p style=\"text-align: justify;\">Anson-Cartwright blames the poorly-designed Express Entry system, which she believes is \u2018thwarting efforts to attract top-flight talent\u2019.<\/p>\n<p style=\"text-align: justify;\">\u201cThe actual design of the system has had negative effects across high-value sectors, from high tech to financial services to the video-game sector,\u201d she wrote.<\/p>\n<p style=\"text-align: justify;\">\u201cA key issue is that the government refuses to issue positive labour market impact assessments if it believes there are Canadians available in an occupation \u2013 even if the employer cannot find them.\u00a0 This has been an overwhelming concern from stakeholders as previous policy did not impose this standard for employers to meet.<\/p>\n<p style=\"text-align: justify;\">Yet even where a positive LMIA is issued, delays to process application remain long. \u201cWhen a labour market application is approved, the employer and candidate still have to wait as long as six months for processing.\u201d<\/p>\n<p style=\"text-align: justify;\">But Anson-Cartwright does not believe Express Entry needs to be consigned to the scrap heap.<\/p>\n<p style=\"text-align: justify;\">Instead, she believes the current system could be tweaked to bring it into line with Canada\u2019s labour economic needs.<\/p>\n<p style=\"text-align: justify;\">\u201cThis is Canada\u2019s chance to be demand-driven and selective in our recruitment of economic immigrants,\u201d she wrote.<\/p>\n<p style=\"text-align: justify;\">The article goes on to call for the needs of employers to be respected and not ignored, as is the case with the labour market test. She offers <a href=\"https:\/\/immigration.ca\/ontario-immigration\/\">Ontario\u2019s Immigrant Nominee Program<\/a> as an example.<\/p>\n<p style=\"text-align: justify;\">She then calls for Canada to study Britain\u2019s Tech Nation Visa Scheme to try and attract top talent in that field.<\/p>\n<p style=\"text-align: justify;\">\u201cThe quality of immigrant talent has become an economic imperative,\u201d Anson-Cartwright concludes.<\/p>\n<p style=\"text-align: justify;\">\u201cExpress Entry is a competitive system. With a few policy fixes and processing changes, it could make the difference in becoming a tool that invites the right talent for a more innovative and productive economy in Canada.\u201d<\/p>\n<p style=\"text-align: justify;\">Canada\u2019s immigration authorities are currently reviewing all of the current federal immigration streams.
