{"id":103740,"date":"2022-09-07T11:25:32","date_gmt":"2022-09-07T15:25:32","guid":{"rendered":"https:\/\/immigration.ca\/ircc-lacked-guidance-for-evaluating-pilot-programs-says-audit\/"},"modified":"2022-09-07T11:25:32","modified_gmt":"2022-09-07T15:25:32","slug":"ircc-lacked-guidance-for-evaluating-pilot-programs-says-audit","status":"publish","type":"post","link":"https:\/\/immigration.ca\/fr\/ircc-lacked-guidance-for-evaluating-pilot-programs-says-audit\/","title":{"rendered":"IRCC Lacked Guidance For Evaluating Pilot Programs, Says Audit"},"content":{"rendered":"<p>An audit of Canada\u2019s pilot immigration programs found a lack of clearly-defined guiding principles with which to develop, oversee, manage and evaluate their progress.<\/p>\n<p>That missing guidance for Immigration, Refugees and Citizenship Canada (IRCC) officials limited their ability to create a formal risk management process, the audit\u2019s authors reported.<\/p>\n<p>\u201cDue to the uniqueness of the objectives of each pilot program, pilots were managed independently, and existing departmental structures and processes were leveraged to support their development, implementation, and transition or termination,\u201d the audit said.<\/p>\n<hr \/>\n<p><b>Read More<\/b><\/p>\n<p><a href=\"https:\/\/immigration.ca\/fr\/invest-50m-in-wage-subsidies-for-international-students-says-rbc-economics\/\">Invest $50m In Wage Subsidies For International Students, Says RBC Economics<\/a><br \/>\n<a href=\"https:\/\/immigration.ca\/fr\/saskatchewan-pnp-draw-province-issues-941-invitations-aimed-at-healthcare-jobs\/\">Saskatchewan PNP Draw: Province Issues 941 Invitations Aimed At Healthcare Jobs<\/a><br \/>\n<a href=\"https:\/\/immigration.ca\/fr\/quebec-election-liberals-want-more-immigration-but-caq-set-to-win\/\">Quebec Election: Liberals Want More Immigration, But CAQ Set To Win<\/a><\/p>\n<hr \/>\n<p>\u201cAlthough there were adequate fraud and program integrity risk management processes in place, there was no overarching guidance to create a formal risk management framework for pilot programs.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>\u201cThe department heavily relied upon the evaluation function to assess and report on the early performance results of pilot programs to support early decision-making regarding changes to a pilot program or the transition to a permanent program.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>\u201cHowever, there were limitations in assessing economic establishment and retention as the respective data is not available until years after the pilots have ended.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>\u201cMonitoring and reporting did not include benefits realization to inform further investment decisions.\u201d<\/p>\n<p>During the audit conducted in June, July and August last year, officials interviewed 27 people, including IRCC senior managers and program managers and employees from 13 branches.<\/p>\n<p>External stakeholders from the Atlantic Canada Opportunities Agency (ACOA) and the four Atlantic Canadian provinces of New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador were also consulted.<\/p>\n<hr \/>\n<p><b>Watch Video<\/b><\/p>\n<p><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/2WIqzzzTfYM\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<hr \/>\n<p>The auditors also reviewed supporting documentation, including presentations to senior management and governance committees, performance information profiles, evaluations, and internal standard operating procedures to identify and confirm the existence of controls for development, management and oversight of the pilot programs.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>They then examined the governance, risk management, and monitoring activities in support of pilot programs at the IRCC.<\/p>\n<p>In a document titled <i>Internal Audit of Immigration Pilot Programs<\/i>, released on March 29 of this year by the Internal Audit &amp; Accountability Branch, the IRCC concludes it would do well to establish well-defined guiding principles for future pilot programs.<\/p>\n<h3>Canada Created 11 Pilot Programs In Less Than A Decade By End Of Last Year<\/h3>\n<p>\u201cAs demands on IRCC continue to grow and there is more potential to use pilot programs, clearly defined guiding principles for the management and evaluation of the pilot programs will support the holistic management and oversight of the department\u2019s pilot program portfolio and the broader achievement of departmental objectives,\u201d notes the report.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>\u201cThis will also provide direction and guidance for the development, implementation of individual pilot programs with consideration of leading practices and lessons learned.\u201d<\/p>\n<p>Pilot programs at the IRCC are created by the immigration minister through ministerial instructions and the first such program dates back to less than a decade ago, to Apr. 23, 2013.<\/p>\n<p>By November last year, the IRCC had created 11 pilot programs, including the Atlantic Immigration Pilot which was made permanent starting in January this year and renamed the <a href=\"https:\/\/immigration.ca\/fr\/atlantic-immigration-pilot\/\">Atlantic Immigration Program<\/a> (AIP).<\/p>\n<p>\u201cThe Atlantic Immigration Pilot has been an important part of New Brunswick\u2019s population growth strategy and integral to building more cohesive, diverse and inclusive communities in our province,\u201d said New Brunswick Immigration Minister Arlene Dunn in a statement in December last year.<\/p>\n<p>\u201cWe are delighted to see this highly-successful pilot become a permanent program and we look forward to partnering with our federal colleagues on this innovative initiative and being part of its continued success in Atlantic Canada.\u201d<\/p>\n<h3>AIP Attracted More Than 10,000 Immigrants To Atlantic Canada<\/h3>\n<p>Launched in 2017, the Atlantic Immigration Pilot had brought more than 10,000 new permanent residents to Atlantic Canada as of December 2021.<\/p>\n<p>\u201cParticipating employers have made over 9,800 job offers in key sectors, including health care, accommodations, food services and manufacturing,\u201d the IRCC stated.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>\u201cMost significantly, over 90 per cent of applicants were still living in the region after one year; a much higher retention rate than other programs.\u201d<\/p>\n<p>During the audit, IRCC staff examined three programs in greater detail, including the:<\/p>\n<ul>\n<li><a href=\"https:\/\/immigration.ca\/fr\/start-up-visa-program\/\">Start-Up Visa<\/a> program;<\/li>\n<li>Atlantic Immigration Prohram, and the;<\/li>\n<li><a href=\"https:\/\/immigration.ca\/fr\/canada-caregiver-immigration\/\">Caregivers<\/a> pilots, the Home Child Care Provider and Home Support Worker pilots.<\/li>\n<\/ul>\n<p>\u201cThe Start-Up Visa (SUV) pilot was the first pilot program established through ministerial instructions that IRCC launched in April 2013. The SUV Pilot has since been transitioned into a permanent program,\u201d notes the audit.<\/p>\n<p>\u201cThe AIP was in the process of being transitioned into a permanent program during the audit.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>\u201cAs for the Caregivers Pilots, the Caring for Children and Caring for People with High Medical Needs pilots were established in 2014.
