magazine.<\/p>\n<p style=\"text-align: justify;\">Vancouver comes in third, Toronto fourth and Calgary joint fifth in the table, which scores countries based on infrastructure, culture, environment, healthcare, education and stability.<\/p>\n<p style=\"text-align: justify;\">Melbourne tops the list in a top 10 dominated by Australian and Canadian cities, with Adelaide (5=) and Perth (7) also making an appearance.<\/p>\n<p style=\"text-align: justify;\">Vienna (2), Auckland (8), Helsinki (9) and Hamburg (10) also scored highly in\u00a0<a href=\"http:\/\/www.eiu.com\/public\/thankyou_download.aspx?activity=download&amp;campaignid=Liveability2016\" target=\"_blank\" rel=\"noopener\">the report<\/a>.<\/p>\n<hr \/>\n<h3 overall score of 97.3 was mainly down to perfect 100 scores for culture and environment, plus healthcare and education.<\/p>\n<p style=\"text-align: justify;\">The culture and environment category scored each city on everything from humidity to corruption, religious restriction and quality of food. Both healthcare and education included scores for availability and quality of both private and public services.<\/p>\n<p style=\"text-align: justify;\">Canada\u2019s western powerhouse has been\u00a0<a href=\"https:\/\/immigration.ca\/canadians-flocking-british-columbia-search-jobs\/\">leading the way<\/a>\u00a0in 2016 in terms of economic performance, with a booming housing market drawing rich buyers from all over the world, mainly China.<\/p>\n<p style=\"text-align: justify;\">It recently took the unprecedented step of introducing a\u00a0<a href=\"https:\/\/immigration.ca\/vancouver-charge-foreign-buyers-property-surtax\/\">15 per cent foreign buyer tax<\/a>\u00a0for new property.<\/p>\n<p style=\"text-align: justify;\">The British Columbian city also scored 95 for \u2018stability\u2019 and 92.9 for \u2018infrastructure\u2019 in the report.<\/p>\n<hr \/>\n<p style=\"text-align: justify;\"><img decoding=\"async\" class=\"aligncenter wp-image-8454\" src=\"https:\/\/immigration.ca\/wp-content\/uploads\/2016\/08\/Vancouver-Livability-Breakdown.png\" alt=\"Vancouver-Livability-Breakdown\" width=\"564\" style=\"text-align: justify;\">The Ontario giant also scored a perfect 100 for healthcare and education, plus the same for stability.<\/p>\n<p style=\"text-align: justify;\">Stability included scores for the threat of petty and violent crime, as well as the threat of a terror attack.<\/p>\n<p style=\"text-align: justify;\">Toronto scored a 97.2 for its culture and environment, while it came out 96.6.<\/p>\n<p style=\"text-align: justify;\">This was driven by perfect 100 scores for education, healthcare and stability, while the Albertan city has the highest score for infrastructure out of the three Canadian candidates in the list.<\/p>\n<p style=\"text-align: justify;\">The score of 96.4 came in a category that judged road networks, quality of housing, plus quality of water and energy provision.<\/p>\n<p style=\"text-align: justify;\">Calgary\u2019s lowest score of 89.1 came in the culture and environment category.<\/p>\n<hr \/>\n<p style=\"text-align: justify;\"><img
