Day) only served to complicate the issue amid the gathering push to seal deals.<\/p>\n<hr \/>\n<p><img decoding=\"async\" id=\"img4168\" class=\"aligncenter\" title=\"Average-Price-of-a-Detached-House-in-Vancouver \" src=\"https:\/\/immigration.ca\/images\/graphs\/Average-Price-of-a-Detached-House-in-Vancouver.png\" width=\"519\" height=\"268\" border=\"0\" \/><\/p>\n<hr \/>\n<p>Now Toronto is bracing for further heating of its already red hot housing market, as buyers turn there because of the increased Vancouver prices.<\/p>\n<p>The new tax is intended to tackle a rocketing market that saw the benchmark price for detached home rise over $1.5 million in June.<\/p>\n<p>Some agents reported doing double the number of deals on Friday (July 29) as buyers and sellers looked to jump in before the deadline.<\/p>\n<p>Now there is concern over how the tax will impact those who have agreed deals but did not complete before August 2. Foreign buyers backing out could have a knock-on effect across the market.<\/p>\n<h3>Switching Focus<\/h3>\n<p>Now Toronto real estate agents are worried foreign buyers will simply switch their focus and start throwing money into the luxury market there.<\/p>\n<p>Quebec draws criticism from both Vancouver and Toronto over its\u00a0<a href=\"https:\/\/immigration.ca\/quebec-immigrant-investor-program\/\">Quebec Immigrant Investor Program<\/a> (QIIP), which offers permanent residence to high-net worth individuals in return for an $800,000 investment. The program is currently <a href=\"https:\/\/immigration.ca\/quebec-opens-new-2016-immigrant-investor-program-audio-3\/\">open for applications<\/a>.<\/p>\n<p>Although candidates have to declare their intent to reside in the French-speaking province, this is unenforceable once permeant residency has been granted.<\/p>\n<h3>Constitutional Right<\/h3>\n<p>As a result, a high proportion of the rich, mainly Chinese individuals move to Vancouver or Toronto and pump their dollars into the respective housing markets.<\/p>\n<p>Immigration Minister John McCallum says there is <a href=\"https:\/\/immigration.ca\/federal-government-no-plans-challenge-quebec-investor-immigrants-audio\/\">very little he can do<\/a>\u00a0about this, as freedom of movement for permanent residents is a Canadian constitutional right.<\/p>\n<p>Quebec has control over its immigration policies as part of a 1991 accord with the federal government.<\/p>\n<p>The premiers and leaders of Canada\u2019s other provinces and territories recently called for them all to have <a href=\"https:\/\/immigration.ca\/canadas-premiers-give-us-immigration-powers-quebec\/\">the same powers<\/a> over immigration.<\/p>\n<p><strong>Interested employers:\u00a0<\/strong>Kindly\u00a0<a href=\"https:\/\/immigration.ca\/canada-employers\/\">contact us<\/a>\u00a0here to receive further information.<\/p>\n<p><strong>Interested candidates:<\/strong>\u00a0Find out whether you qualify to Canada by completing our\u00a0<a href=\"https:\/\/immigration.ca\/free-immigration-evaluation-forms\/\">free on-line evaluation<\/a>.
