Canada issued the lowest number of Invitations to Apply<\/span><\/a> (ITAs) in the history of its flagship Express Entry<\/span><\/a> selection system in the first half of 2022, as Ottawa tried to clear the backlog plaguing its entire immigration program.<\/p>

The 10,788 ITAs issued were lower even than in 2015 \u2013 the first year of Express Entry \u2013 when 12,883 candidates received invitations.<\/p>

The 2022 figure is just 10.2 percent of the 88,715 invitations issued last year, when Immigration, Refugees and Citizenship Canada (IRCC) ramped up ITAs to make up for a pandemic-related shortfall of new permanent residents.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Express Entry is an immigration system implemented by Canadian immigration authorities (IRCC) on January 1, 2015 which manages skilled worker applications under Federal Economic programs. This includes the\u00a0<\/b>Federal Skilled Worker Program<\/b><\/span><\/a>, the\u00a0<\/b>Federal Skilled Trades Program\u00a0<\/b><\/span><\/a>the\u00a0<\/b>Canada Experience Class<\/b><\/span><\/a>\u00a0and parts of the\u00a0<\/b>Provincial Nomination Programs<\/b><\/span><\/a>.<\/b><\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

All of the ITAs went to Provincial Nominee Program<\/span><\/a> (PNP) candidates, as Ottawa suspended all draws through federal programs, namely the Federal Skilled Worker Program<\/span><\/a>, Canada Experience Class<\/span><\/a> and the Federal Skilled Trades Program<\/span><\/a>.<\/span><\/p>

The good news is the suspension is set to come to an end on July 6, with the resumption of all-program draws for the first time since late 2020. The last CEC-only draw took place in fall 2021.\u00a0<\/span><\/p>

IRCC\u2019s resumption of all-program draws comes as the backlog under the High Skilled immigration stream has been dramatically reduced, although the overall backlog including other permanent residence streams, plus temporary residence and citizenship, has swelled to well over 2.2 million applications.<\/p>

Ottawa is working to clear that backlog, with Prime Minister Justin Trudeau recently setting up a task force with the aim of improving service delivery.<\/p>

Increases are being caused by other programs, including the Temporary Residence to Permanent Residence (TR to PR) Pathway launched during the pandemic, and the Canada-Ukraine Authorization for Emergency Travel (CUAET), which promises to welcome an unlimited number of Ukrainians hit by Russia\u2019s war.<\/p>
