It is aimed at people who earned a degree at a post-secondary institution outside Canada and who want to launch a start-up in Alberta. Successful candidates are nominated by the province for Canadian permanent residence.

Alberta republished the stream’s eligibility and how-to-apply pages on 12 August 2026. Both confirm that AAIP is currently accepting Expressions of Interest (EOIs) under this stream. The refresh also brought in a formal « economic establishment » assessment framework that applies across all AAIP entrepreneur streams, and it confirmed a third approved designated agency. The figures below reflect the criteria published on alberta.ca as of that date, and were last checked on 6 October 2026.

Free Business Immigration Evaluation

What the Foreign Graduate Entrepreneur Stream is

The stream is a partnership between AAIP and a small group of approved designated agencies. You cannot apply on your own. You must work with one of the agencies, which reviews your business idea, coaches you through your business plan, and – if it judges that you meet AAIP requirements – issues a letter of recommendation. That letter must be filed with your EOI.

There are now three approved designated agencies, not two:

Elite Global Group Ltd. – Edmonton

Empowered Startups – Vancouver, British Columbia

Platform Calgary – Calgary

The agency assesses your business plan on market need or demand, the potential for successful market entry in the short to medium term, customer acquisition, business development, key partnerships, and the financial plan funding the start-up. It then produces a written business plan evaluation report, which is submitted later with your Business Application.

Who qualifies, and how this stream differs from the Graduate Entrepreneur Stream

Alberta runs two entrepreneur streams with confusingly similar names, and they are not interchangeable.

Foreign Graduate Entrepreneur Stream – for graduates whose degree was earned at a post-secondary institution outside Canada. It requires an Educational Credential Assessment, a designated-agency letter of recommendation, a mandatory minimum investment, and it is scored on a 200-point grid with a Canadian Language Benchmark (CLB) 5 floor.

Graduate Entrepreneur Stream – for international graduates of approved Alberta post-secondary institutions who want to start or buy a business in the province. It uses its own separate points grid, a higher language minimum, and does not involve designated agencies.

If you studied in Alberta, the Graduate Entrepreneur Stream is your route. If you studied abroad, this page applies. Candidates who studied outside Alberta but want to buy or start a business in a smaller Alberta community should also compare the Alberta Rural Entrepreneur Stream and the wider field of provincial entrepreneur programs.

Eligibility requirements

To be eligible, candidates must meet all of the following, as published by Alberta:

Education: completion of a degree from a post-secondary institution outside Canada, supported by an Educational Credential Assessment showing it is equivalent to a Canadian degree. You must live in Alberta and run the business day to day – not remotely, and not from another province or country.

Ineligible businesses include payday loan and cheque-cashing operations, used-goods traders, insurance and business brokerages, project-based or seasonal businesses, home-based businesses that are not commercially zoned, bed-and-breakfasts, and businesses forming part of a succession plan. You are also barred if you hold an active AAIP nomination under another stream, are subject to a removal order, are a refugee claimant, or are in Canada without valid temporary resident status.

The mandatory pass or fail grid

Separate from the points grid, Alberta applies a pass-or-fail grid of mandatory minimums. Candidates must show a credible and substantial likelihood that they will establish, actively manage, operate and sustain a viable Alberta business as an owner-operator. AAIP may decline an application on this ground alone.

Assessment factors include: Alberta business presence and day-to-day owner-operator management; business viability and sustainability in Alberta market conditions; economic contribution through investment, jobs, innovation, exports or regional diversification; whether workforce and salary plans are reasonable for the scale of the business; the applicant’s own experience, financial capacity and managerial competency; and regulatory readiness, meaning that licensing and industry standards have been thought through.

How to apply, step by step

Read the AAIP terms and conditions. AAIP may close or change any stream without notice, and is not obliged to process every application.

Review the eligibility criteria and the economic establishment factors before spending money.

Work with a designated agency and obtain the letter of recommendation.

Submit an EOI through the AAIP portal, using an Alberta.ca Account. It must be filed within 90 days, with a $3,500 non-refundable fee, plus a business plan evaluation report from your designated agency and, where required, a Qualified Service Provider report from Grant Thornton, KPMG or MNP.

Sign the Business Performance Agreement. Approved candidates receive an agreement to sign within 14 days, a Business Application Approval Letter and a 205(a) Letter of Support, which supports a two-year work permit application to IRCC. The approval letter is not a nomination.

Establish the business, then apply for nomination. File an Arrival Report within 30 days of your work permit issue date and a Business Progress Report every six months. Once you have operated the business in Alberta for at least 12 months and met the agreement, submit the Final Report for Nomination. Approval produces a nomination certificate for use in an IRCC permanent residence application.

Candidates who already own and operate a business in Alberta may use the established-business route, provided the business has run for at least one year immediately before the EOI. They are not required to sign a Business Performance Agreement and are issued a nomination certificate after the Business Application. For background on Alberta’s wider system, see our guides to Alberta immigration and the Alberta Expression of Interest system.

Fees, timelines and reporting obligations

Government fees are: $200 per EOI, $3,500 per Business Application, $150 for a Business Performance Agreement change, an additional 205(a) Letter of Support or a nomination extension, and $250 for a request for reconsideration.
