Just 10 to 15% of immigrants arriving in Canada this year will be granted entry under the Express Entry application system, according to Citizenship and Immigration Minister Chris Alexander. The Conservative government has pledged to bring in up to 280,000 immigrants this year, with the vast majority set to be granted entry under the old immigration system.
